Ethical Procurement Practices and the Quality of Government Projects in Kole District Local Government

The study examined the role of unethical procurement practices on the quality of Government projects in Kole District Local Government using three objectives a) to examine the role of unethical bidding practices on the quality of Government projects; b) to assess the role of unethical supplier selection practices on the quality of Government projects and c) to assess the role of unethical contract management practices on the quality of Government projects. Literature was reviewed based on the above objectives. The study adopted a cross sectional survey research guided by both the qualitative and quantitative approaches. Numeric and non-numeric data was gathered using the questionnaires and interviews from which a 72% response rate was obtained. Key findings revealed that unethical bidding practices (.396**), supplier selection (.542**) and contract management (.703) affected the quality of Government projects in Kole District. The study concluded that collusion, front loading and bribery affect the quality of government projects while conflict of interest and bid rigging can affect quality of Government projects and force labour, change order game, wages, working hours and delayed payments affect the quality of Government project. It is recommended that due diligence on companies be done; promotion of ethical values and motivation of staff; adoption of critical analysis of bills of quantities; ensure that bidders sign, and stamp all bidding documents to deter fraudulent acts; staff and bidders to sign ethical code of conduct; all bidders must sign a statement of company ownership indicating the origin and list of ownership; apply stringent PPDA clauses that discourage forced labour and penalty clauses on payment be reversed.
