The oversight role of Parliament has been variously described as, for example,
Chameleon-like, as ever expanding and as an iconic concept. The oversight role of
Parliament is a contested but fundamental concept in the structure of managing public
nances in a nation. This article attempts to analyse the oversight role of Parliament and
the management of Public nances in Uganda. Mixed methodological approaches are
used and the analysis highlights key issues as far as the oversight role of Parliament in the
management of public nances is concerned. Speci cally, it provides contextual insight
into the practical institutional obstacles that Parliament as an oversight institution is
facing. It is evident that the weaknesses in the structural and institutional framework
exacerbate the magnitude of the challenges facing the oversight role of Parliament.
