(Uganda Management Institute, 2015-09) OJOK, Francis; Dr. Kugonza, Sylvester (Supervisor); Alinda, Fred (Supervisor)
Many concerns have been raised on the extent to which agribusiness extension support contributes to performance of smallholder rice farmers, In light of the challenges facing implementation of NAADS agribusiness extension programme, this study establishes the influence of agribusiness extension support on performance of smallholder rice farmers in Amolatar District. Specifically, the study sought to establish the extent to which access to agribusiness advisory services; agribusiness technologies and Farmer Institutional Development support influences performance of smallholder rice farmers in the District. The study employed a cross sectional research design and used both quantitative and qualitative approaches to collect and analyze data from 174 respondents. The quantitative analysis employed ANOVA to test for statistical significance of differences in mean yield, profits and incomes between beneficiaries and non-beneficiaries of NAADS agribusiness support. The study findings revealed significant differences (p<0.05) in productivity, profitability and income between beneficiaries and non-beneficiaries of NAADS agribusiness advisory services. Significant differences were also realized in productivity and incomes between farmers who accessed NAADS agribusiness technologies and those who did not otherwise. Further still, significant differences (p<0.05) were observed in productivity and incomes between members and non-members of NAADS farmer groups. In terms of magnitude for example, farmers who accessed NAADS advisory services, realized significantly higher yields by 29.9%, higher profits by 25.5% and incomes by 33.6%. Those who accessed agribusiness technologies had differences in yield by 35.5%, profit by 29.9 % and incomes by 21.2% while FID support revealed differences in yield by 41.3%% and incomes by 27.3 %. Based on these findings, it was concluded that NAADS agribusiness extension support significantly contributed to performance of smallholder rice farmers in terms of enhancing their productivity and incomes. The study recommends the need for concrete extension structure and system in Uganda for efficient and effective delivery of agribusiness extension support to smallholder farmers and scaling up agribusiness support towards enhancing farmers’ access to incomes and improving their livelihood. The study suggested areas for future research in performance of other enterprise supported by NAADS, why NAADS extension programme failed, extension performance under Operation Wealth Creation and single spine systems in Uganda..

(Uganda Management Institute, 2015-01) AKELLO, Fatuma Ongwen; Dr. Kugonza, Sylvester (Supervisor); Lugemoi, Wilfred Bongomin (Supervisor)
Birth and death registration (BDR) is an inalienable human right for everyone in order to protect the rights of children from exploitation, abuse and those affected by HIV and AIDS. The study sought to establish the the effects of monitoring processes on the quality of birth and death registration services in Uganda with following objectives: To describe the monitoring process, examine the effect of resource availability and to assess the effects of the legal framework on the quality of BDR services among children of 0-5 years olds in Kitgum district. To achieve the above objectives, the study adopted an explanatory case study design where both qualitative and quantitative approaches were used in four Sub counties in Kitgum District with a sample size of 95. Data was analysed using both quantitatively and qualitatively using descriptive (SPSS), inferential and content analysis respectively. The study found out that monitoring process, resources and legal frame works have a positive effect on the quality of BDR services delivery. Finally the study recommends that there should be development of national birth registration policy clearly specifying the roles and responsibilities of government and other stakeholders, with a view to streamlining registration implementation and reliable funding. Also there should be development of a national strategic plan for the entire birth registration programme with clear targets, indicators and a specific monitoring plan at all levels and structured into the broad frameworks of government programmes for continuity and sustainability.

Funds Accountability and Performance of Art Programme: A Case of TASO (U) Ltd - Central Region.
(Uganda Management Institute, 2016-01) KARUKOMA, Gordon; Namanya, Anaclet Mutiba (supervisor); Dr. Kugonza, Sylvester (Supervisor)
This research investigated the relationship between funds accountability and the performance of the ART program at TASO Uganda limited. Employing a cross sectional survey design with the aid of both qualitative and quantitative methods, the study focused on three objectives; (a) To determine the effect of value for money on the performance of ART Programme (b) To find out how adherence to policies and controls affect the performance of ART Programme and (c) To determine the effect of audits on the performance of ART Programme, TASO being the case study. A sample size of 115 respondents participated in this study and data collection was through self-administered questionnaires, key informant interviews and document review. SPSS was used to analysis data at univariate, bivariate and multivariate levels. Linear regression analysis revealed that there is a significant relationship between funds accountability and the performance of the ART program. It was found that there is a very strong significant linear relationship between adherence to policies and guidelines and value for money on the performance of the ART program. This was majorly reflected in client satisfaction and cost effectiveness. However, simple correlation analysis showed that there is a relatively weak significant linear relationship between audits on the performance of the ART program. The study concludes that value for money and adherence to policies and guidelines strongly impacts on the performance of the ART program. This research therefore adds a new dimension of adherence to policies and value for money pursuit as relevant to program performance. The study recommends that there is need for NGOs to pay close attention to client satisfaction and cost minimization as opposed to implementing programs just for the sake. It is envisaged that this will enhance effective program implementation, ownership and sustainability which in turn will provide an environment conducive for enhanced ART program performance.

Institutional Factors Affecting Quality of Roads in Uganda: A Case Study of Rukungiri Municipality
(Uganda Management Institute, 2015-01) KEKIIJO, Merynah; Namanya, Anaclet Mutiba (supervisor); Dr. Kugonza, Sylvester (Supervisor)
This study examined the institutional factors affecting the quality of roads in Uganda using a case of Rukungiri Municipality. Specifically, the study reviewed planning, procurement control, supervision and monitoring and how they affect the quality of roads. It was hypothesized in the study that, planning, procurement control, supervision and monitoring positively affect the quality of roads. The empirical data was collected using cross sectional survey design and questionnaires and interview guide as research instruments from 61 respondents. The empirical data was analyzed both quantitatively and qualitatively to examine the effect of institutional factors on the quality of roads. The key findings of the study indicated that the three institutional factors selected for the study that is, planning, procurement control and supervision and monitoring positively affected the quality of roads in Rukungiri Municipality. This was because there was a significant relationship (0.007 for planning, 0.013 for procurement control and 0.001for supervision and monitoring) that was established from the study between these variables and quality of roads. From the study, it was recommended that the existing planning activities be sustained by involving all kind of stakeholders required so as the quality of roads can be consistently enhanced; procurement control needs to follow clearly the stipulated criteria in the PPDA act of 2013; while supervision and monitoring be done in a quality and proper manner. Further research was recommended to cover other institutional factors and quality attributes and indicators and be conducted in a wider population of Rukungiri municipality or other Municipalities in Uganda.
