Item Community Based Water Supply Maintenance System and Sustainability of Improved Water Sources in Arapai Subcounty, Soroti District (Uganda)(Uganda Management Institute, 2016-01) EPEET, Thomas; Lugemoi, Wilfred Bongomin (Supervisor); Andama, Felix Adiburu (Supervisor)This study investigated the relationship between community-based water supply maintenance system (CBMS) and sustainability of improved water sources in Arapai Sub County. The water sector in Uganda adopted CBMS approach to improve on the challenge of sustainability of public water sources after many approaches failed to do so. Community-based water supply management institutions (CWSMI), private sector participation (PSP), and government back-up support are constructs of CBMS studied. Sustainability aspects included financial, technical, institutional, and environmental. Study objectives were to examine the relationship between CBMS constructs and sustainability of water sources. The Systems Theory underpinned the study.The study used the cross sectional survey design that adopted the mixed method research approach for data collection and analysis. Questionnaire, interview, and documentary analysis methods were used for data collection. Findings showed that CBMS constructs had positive influence on sustainability of improved water sources and the study therefore concluded that they were interlinked. Representation of Women in WUCs was found inadequate. The study also found weak supply chain of spare parts and inadequate monitoring of water sources by government officials a challenge to sustainability. The study recommends meaningful inclusion of all stakeholders in water supply issues and calls for establishment of sustainable supply chain for the delivery of spare parts nearer to the WUs. Back-up support activities need to be sufficiently planned, budgeted for, and implemented. The study has documented unique findings on sustainability of water sources under CBMS in the study area thereby bridging the existing information gap. Proposed areas for further research are the effect of community participation; the effect of water supply technological options; and the influence of socio-economic, political, and demographic factors on sustainability of water sources.Item Effects of Monitoring Processes on the Quality of Birth and Death Registration Services in Uganda: A Case Study of Kitgum District Local Government(Uganda Management Institute, 2015-01) AKELLO, Fatuma Ongwen; Dr. Kugonza, Sylvester (Supervisor); Lugemoi, Wilfred Bongomin (Supervisor)Birth and death registration (BDR) is an inalienable human right for everyone in order to protect the rights of children from exploitation, abuse and those affected by HIV and AIDS. The study sought to establish the the effects of monitoring processes on the quality of birth and death registration services in Uganda with following objectives: To describe the monitoring process, examine the effect of resource availability and to assess the effects of the legal framework on the quality of BDR services among children of 0-5 years olds in Kitgum district. To achieve the above objectives, the study adopted an explanatory case study design where both qualitative and quantitative approaches were used in four Sub counties in Kitgum District with a sample size of 95. Data was analysed using both quantitatively and qualitatively using descriptive (SPSS), inferential and content analysis respectively. The study found out that monitoring process, resources and legal frame works have a positive effect on the quality of BDR services delivery. Finally the study recommends that there should be development of national birth registration policy clearly specifying the roles and responsibilities of government and other stakeholders, with a view to streamlining registration implementation and reliable funding. Also there should be development of a national strategic plan for the entire birth registration programme with clear targets, indicators and a specific monitoring plan at all levels and structured into the broad frameworks of government programmes for continuity and sustainability.Item Factors Affecting Adoption of Agricultural Technologies by Naads Farmers in Kumi District: The Case of Fertilizer Application in Citrus.(Uganda Management Institute, 2015-09) EMURWON, Joseph; Dr. Barifaijo, Maria K.(Supervisor); Lugemoi, Wilfred Bongomin (Supervisor)This study examined the factors affecting adoption of agricultural technologies by NAADS farmers in Kumi district considering fertilizer use in citrus as a case for this research. The objectives of this study were; to assess the effect of education level of farmers on agricultural technology adoption; to explain the effect of political environment on agricultural technology adoption and finally to examine the effect of extension services on agricultural technology adoption under NAADS program in Kumi district. The theories which guided this research were diffusion of innovation theory and concerns based adoption model. The researcher was motivated to this study because of low levels of agricultural technology adoption observed under the NAADS program despite funds flowing from the central government to districts. The literature reviewed revealed that indeed education level of the farmers, political environment and extension services affected agricultural technology adoption. A case study cross sectional survey research design was applied in which case both qualitative and quantitative approaches of data analysis were employed. A total of 162 respondents were sampled from 280 farmers from Nyero and Ongino Sub Counties and the response was 135 from 162 respondents sampled. The methods used to collect data were; questionnaire survey, interviewing, observation and documentary review. Data was analyzed and interpreted and the researcher concluded that; education level of farmers, political environment and extension services positively affected agricultural technology adoption under the NAADS program in Kumi district; political environment being the biggest contributor to low agricultural technology adoption levels. The study recommends for strengthening of FAL classes to enable farmers to learn how to read and write, Capacity building of leaders to enhance their leadership skills, and adequate facilitation of the extension staff. The study was limited by time, content and geographical scope and also the research methodology used. The study contributes to the body of knowledge of technology adoption studies.Item Risk Management and Performance of Human rights Intervention: A case study of Human Rights Focus in Gulu Municipality,(Uganda Management Institute, 2015-02) LUKUMOI, Richard Otika; Lugemoi, Wilfred Bongomin (Supervisor); Andama, Felix Adiburu (Supervisor)This study examined the relationship between risk management and performance of human rights program in Uganda: a case study of Human Rights Focus (HURIFO) in Gulu Municipality. The purpose of the study was to investigate the relationship between risk management and performance of human right program. The study objectives was to find out the effects of human resource risk management on performance of human right program, to examine the effect of financial risk management on the performance of human right program and to investigate the extent to which administrative risk management affects performance of human right program. The findings revealed that the management of human resource risks had a weak positive effect on performance of human rights program and this means that performance changes in the same direction with the level of human resource risk management. This means that improvement in motivation, performance appraisal and human resource planning contribute to better performance of human rights program. The management of financial risks was also found to have a weak positive relationship on performance of human rights program. This means that performance of human rights program changes in the same direction with improvement in the level of accountability, planning and budgeting as well as the use of financial policy. The study also found that a positive relationship exist between the management of administrative risks and performance of human rights program and this means that improvement in the level of administrative risk management equally contribute to the improvement in performance of human right program. The study concludes that improvement in human, financial and administrative risk management contribute to improvement in performance of human rights program. The researcher recommends that managers need to use the best practices for the management of human, financial and administrative risks for improving performance of human rights program.Item The Role of Ethical Values in Promoting Accountability: A Case of Ministry of Agriculture, Animal Industry and Fisheries in Uganda(Uganda Management Institute, 2015-11) BEMERA, Livingstone; Kiiza, Alfred Kenneth (Supervisor); Lugemoi, Wilfred Bongomin (Supervisor)The study explored the role of ethical values in promoting accountability in MAAIF. The objectives of the study were; To find out the role of ethics of rights, ethics of justice and ethics of duty in promoting accountability in MAAIF. The study used cross sectional descriptive survey design because it ably facilitated the collection of data from the different strata of respondents and helped the researcher to get the individual characteristics of the variables under study. The study used both primary and secondary sources of data. A self administered Questionnaire and interview guide were used to collect data and analyzed using a statistical package for social sciences (SPSS) software. Correlation and Regression tests were run to establish the relationship between the study variables .The findings revealed significant positive correlations between ethics of rights and accountability (r=.419**, p-value<0.01), ethics of justice and accountability (r=.488**, p-value<0.01), ethics of duty promotes accountability (r=.606**, p-value<0.01). The study reveals that lacking of ethics of rights, weak ethics of justice and inadequate ethics of duty impact of accountability in MAAIF. The study therefore concludes that ethical values affect accountability in MAAIF. The study recommends that more ethical values should be inculcated in MAAIF‘s officers such that they efficiently account for the ministry‘s resources. The study concentrated on examining the role of ethical values in promoting accountability in MAAIF. Future research should attempt to widen the scope of the study to all government ministries.
