    Participatory procurement and performance of government entities in Uganda: A case of National Animal Genetic Resource Center and Data Bank

    The study examined the relationship between participatory procurement and performance of central government entities using a case of National Animal Genetic Resources Center and Data Bank (NAGRC&DB). The study was guided by the following objectives: To establish the relationship between participatory procurement planning, procurement sourcing, contract management and the performance of NAGRC&DB. A cross-sectional research design was used. The study majorly used a quantitative approach though it also used a qualitative approach. The study population had 205 participants. A sample size of 145 respondents was chosen using purposive and simple random sampling techniques. Quantitative data analysis majorly entailed use of descriptive statistics (percentages, means and standard deviations) and inferential statistics (Pearson correlation, coefficient of determination and regression).With regards to the first objective, it was revealed that there is a significant relationship between participatory procurement planning and performance of NAGRC&DB(Pearson Correlation Coefficient value was 0.509). However, on the second objective, the determination was that there was no significant relationship between participatory procurement sourcing and performance of NAGRC&DB (Pearson Correlation Coefficient value was -0.237). Furthermore, on the third objective, it was determined that there is no significant relationship between participatory contract management and performance of NAGRC&DB (Pearson Correlation Coefficient value was -0.444). It was concluded that participatory procurement dimensions (participatory procurement sourcing and contract management) negatively influenced budget performance in NAGRC&DB but not participatory procurement planning. Thus, the researcher recommends that for purposes of promoting participatory procurement and organizational performance, NAGRC&DB must strengthen participatory procurement sourcing and contract management.
