Item Oversight role of rule of parliament and the management of public finances in Uganda: a financial approach(Uganda Management Institute, 2017-05-01) Muzaale, Tonny; Basheka, Benon; Picho Odubaker, EpiphanyThe oversight role of Parliament has been variously described as, for example, Chameleon-like, as ever expanding and as an iconic concept. The oversight role of Parliament is a contested but fundamental concept in the structure of managing public nances in a nation. This article attempts to analyse the oversight role of Parliament and the management of Public nances in Uganda. Mixed methodological approaches are used and the analysis highlights key issues as far as the oversight role of Parliament in the management of public nances is concerned. Speci cally, it provides contextual insight into the practical institutional obstacles that Parliament as an oversight institution is facing. It is evident that the weaknesses in the structural and institutional framework exacerbate the magnitude of the challenges facing the oversight role of Parliament.Item Performance of Road Infrastructure Projects in Uganda: A Procurement Approach(THE UGANDAN JOURNAL OF MANAGEMENT AND PUBLIC POLICY STUDIES, 2018-11) Muzaale, Tonny; Auriacombe, Christelle; Byaruhanga, AloysiusAdequate infrastructure is critical to economic growth and competitiveness of a nation; hence the current inadequate infrastructure is impeding the expected growth of Uganda. This study examined the performance of road infrastructure projects in Uganda. The study relied on primary and secondary data which was analysed basing on content thematic analysis and regression analysis. Performance was measured in terms of time, cost and quality. Major road projects in the country have been completed with signifi cant cost and time overruns. There were time and cost overruns on several road projects namely: Kyenjojo-Kabwoya-Hoima-Bulima road, Mubende-Kakumiro road, Kyenjojo road, Mukono-Katosi road and Kisoga-Nyenga road. Use of poor quality materials, poor scheduling, delayed procurement and specifi cation have caused time overruns on the road construction projects. Delays have had an adverse impact on project success. Today the effects of road construction delays have not been confi ned to the construction industry only, but have ended up affecting the overall economy of a country. It is prudent and judicious that the contractor management and monitoring process should be improved for all ongoing road construction works.
