Public procurement management and effective service delivery in government agencies in Uganda: a case study of Kampala capital city authority

dc.description.abstractThis study investigated the relationship between procurement management and service delivery in government agencies in Uganda with particular focus on Kampala Capital city Authority. Specifically the study reviewed how Procurement planning, controls and monitoring are related to service delivery in Kampala City Council Authority. The study adopted a case study research design that adopted both qualitative and quantitative aspects. Empirical data was collected from 91 respondents using questionnaire, interview guide and documentary review checklist. The qualitative data was analyzed using both thematic and content analysis and quantitative data analyzed using descriptive and inferential statistics. The key findings of the study indicated that the two of the procurement management attributes that is; procurement planning and procurement control are significantly related to service delivery in Kampala Capital city Authority, however, the study found no significant relationship between procurement monitoring and service delivery in Kampala City Council Authority. The study recommended that the existing procurement planning processes be revised and strengthened to further improve service delivery in Kampala City Council Authority; the controls be thoroughly reviewed and adherence enforced; while monitoring be carried out regularly and by independent personnel. Further research was recommended to cover other procurement management attributes and a wider population of in Uganda.en_US
