Abstract
The purpose of this study was to investigate the effects of organizational culture on performance
of public secondary schools in Wakiso District. The study examined the effects of competitive,
consensual and bureaucratic dimensions of organizational culture on performance in public
secondary schools in Wakiso District. The study was cross-sectional in nature and used both
quantitative and qualitative approaches on a selected sample of seven Head Teachers as key
informant and 183 secondary school teachers who responded to the self administered
questionnaire. The data collected was analyzed by use of frequency and percentages, mean and
standard deviation and the relationships were established by correlation analysis. The study
reported a high mix and prevalence of competitive, consensual and bureaucratic culture among
the public secondary schools in Wakiso District. Competitive and consensual culture had a high
significant positive relationship with school performance whereas bureaucratic culture had an
inverse relationship with school performance. The study recommends that to achieve the desired
level of public secondary schools’ performance, the government of Uganda through the Ministry
of Education and Sports, working closely with secondary school Head Teachers and other
stakeholders should promote competitive and consensual culture while reducing on the high
reliance on bureaucratic cultural practices. Other studies could investigate the effects of other
forms of culture such as national cultures on the performance of public secondary schools in
Uganda.
