dc.description.abstractThe study sought to establish individual and situational factors affecting procurement performance at Kamwenge local government. Specifically, the study examined the effect of individual and situational factors affecting procurement performance at Kamwenge District local government. The study adopted a cross sectional research design, with a triangulation of qualitative and quantitative approaches. A sample size of 92 was drawn from the population of 120 of Kamwenge DLG. Data were collected by using the questionnaire survey method, interview method and document review. Results showed that both individual and situational factors were positively correlated with procurement performance in Kamwenge DLG. However, the individual factors posted a significant correlation statistic and the regression results also showed that they (individual factors) were strong predictors of procurement performance in Kamwenge DLG. Basing on the findings, the study concluded that the decisions and actions of officials conducting the procurement function tend to affect procurement performance. Notably still, the environment and context within which work is done affect procurement performance. The researcher therefore recommends that officials conducting procurement function need to demonstrate fairness and equity, in accordance with the law, guidelines, and conditions of the contract so as to enhance procurement performance. Lastly, Kamwenge DLG should set up a clear procurement strategy and have in place clear guidelines and policies so as to foster better procurement performance.en_US
