Abstract
This study was carried out to investigate the relationship between procurement planning and performance of UNRA. Three objectives namely; the effect of procurement needs assessment and performance of UNRA, effect of procurement budgeting and performance of UNRA and the role of market research on performance of UNRA were applied in this study A cross sectional survey design, using both qualitative and quantitative methods was used. A study population of 72 was targeted; out of this a sample of 56 respondents was selected using purposive, systematic and census sampling techniques. Data was collected using questionnaires, interviews and document review and was analysed using content analysis technique and SPSS for qualitative and quantitative data respectively. Of all the objectives that were studied it was established that budgeting had the strongest relationship among the variables while needs assessment and market research showed no significant relationship with performance. From the findings, it was concluded that needs assessment and market research are not viewed as important aspects in UNRA and that more efforts should be put on improving budgeting systems so as to achieve good performance of the organization. Therefore UNRA should come up with mechanisms of identification and assessment of needs, so as to identify priority areas, in case of any project and should set up efforts to encourage conducting market research so as to know about the best available suppliers on the market. Furthermore, efforts should be put in place to improve budgeting systems as it was seen to have the biggest effect on performance of UNRA.
