Abstract
I wish to extend my appreciation to my supervisors, Ivan Twinomuhwezi and Dr. Rose Namara for their tireless efforts with which they supervised this study. My sincere gratitude is also extended to all the staff of Uganda Management Institute Department of Project planning and Management, for all the support they rendered to me during the time I was undertaking this study.
