I wish to extend my appreciation to my supervisors, Ivan Twinomuhwezi and Dr. Rose Namara for their tireless efforts with which they supervised this study. My sincere gratitude is also extended to all the staff of Uganda Management Institute Department of Project planning and Management, for all the support they rendered to me during the time I was undertaking this study. Special thanks go to my fellow students of the 29th intake class for their cooperation and encouragement during the course and the critique made on this dissertation that enabled me to complete the study in a reasonably short period of time.Special thanks and acknowledgement also go to my parents, Mr. Nathan Nzirorera and Janet Nzirorera and my sister Patience Tukandane for their inspiration, encouragement and invaluable moral support. To the NAADS staff and management of National Agricultural Organization, thank you for their moral and spiritual support that enabled me to accomplish this study.
