Item Assessment of supplier selection criteria on quality of classroom block construction in Mukono district Local Government, Uganda(Uganda Management Institute, 2018-01) Tuhairwe, EdgarABSTRACT The study aimed at assessing supplier selection criteria on classroom block construction in Mukono District Local Government. The study was guided by objectives which included: assess budgeted cost criteria on quality of classroom block construction in MDLG, assess timeliness criteria on quality of classroom block construction in MDLG and assess technical compliance criteria on quality of classroom block construction in MDLG.The study was carried out using a case study research design where a mixed approach of both quantitative and qualitative research approaches were used, the informationwasgathered using questionnaire surveys, face-to-face interviews and during the information collection, purposive, convenience and simple random sampling methods were used. A sample size of 107 respondents was used in the study.Itdiscoveredthat budgeted cost criteria plays a greatest role on quality classroom block construction with a regression of 0.378, followed by timeliness (R2=.273), and technical compliance last with R2=.185. Therefore, as the MDLG is looking for better ways of improving building standards, more emphasis should be put on budget criteria—since it is a guiding pillar for the rest of the items.Item Behavioral factors affecting blood supply in Uganda Blood Transfusion Service: A case study of Nakasero Blood bank(Uganda Management Institute, 2011-11) Mugambwa, HumphreyThe study was an assessment of the behavioural factors that affect blood supply in Uganda Blood Transfusion Service , taking Nakasero Blood Bank as the case study. The objectives of the study were to; investigate how attitude affects blood supply in Uganda Blood Transfusion Service, determine how subjective norm affects blood supply in Uganda Blood Transfusion Service and examine how perceived behavioural control affects blood supply in Uganda Blood Transfusion Service. Cross sectional survey design was the methodology that was used. Triangulation research technique that involved the use of both qualitative and quantitative approaches was applied during data collection and analysis. Probability and non probability sampling techniques were used to select a sample of 384 respondents to whom 367 questionnaires were administered and 17 interviewed to supplement the questionnaire responses. Descriptive statistics described the demographic characteristics of the respondents, Correlation analysis, particularly Pearson’s correlation established the degree and direction of the relationship between the independent and dependent variables while regression analysis established the extent to which behavioural factors affect blood supply. It was established that on average behavioural factors’ variables (Attitude, Subjective norm and Perceived behavioural control) account for 6.6% of the variations in blood supply in UBTS. The study therefore concluded that behavioural factors are vital predictors of blood supply. The study recommends that UBTS leadership prioritizes motivating blood donors along the given aspects as part of a blood donor recruitment and retention strategy.Item Behavioural factors affecting compliance in public procurement in Uganda: A case Kampala Capital City Authority (KCCA).(Uganda Management Institute, 2013-11) Basuuta, CateThe study analyzed the behavioral factors affecting compliance in Public Procurements in Uganda focusing on Kampala Capital City Authority as a case study. The three objectives that guided the study were: To establish whether lack familiarity with the regulations affects compliance; to investigate how perceived behavioral control affects compliance with PPDA Regulations and to examine the extent to which enforcement and deterrence affects compliance with PPDA Regulations in Local Governments. The study used a cross sectional survey design which involved triangulation of out of one hundred ninety six (196) questionnaires distributed to the respondents, only 192 (one hundred and ninety two) questionnaires were returned. The findings revealed that familiarity with the regulations had a positive correlation with compliance in Public Procurement (r = 0.441** P< 0.01; that there was a positive but not significant relationship between behavioral factors and compliance with procurement regulations at (p<0.01, r = 0.139 and lastly there was a positive and significant effect between enforcement and deterrence of the Procurement Process and compliance with procurement regulations. The results showed that familiarity with procurement regulations is a significant predictor of compliance. Further, it was also found that deterrent measures can affect compliance with procurement regulations. In line with the findings and conclusions derived, the researcher recommended that: practical training of procurement staff be beefed up in order to boost their familiarity with the regulations; take advantage of e-procurement and blacklist contractors who do not meet the expectations of the PPDA act; and give staff incentives to encourage good behavior, while putting in place deterrents to discourage noncompliance.Item Bid evaluation practices and contract performance in government departments A case of Uganda Police Force(Uganda Management Institute, 2019-02) Wako, RakibuThe study focused on the relationship between Bid evaluation practices and Contract performance in the Uganda Police Force (UPF). The study examined the three research objectives namely: relationship between bidder compliance and contract performance, relationship between technical evaluation of bidders and contract performance and lastly the relationship between financial evaluation of bidders and contract performance in UPF. In chapter two the study reviewed the resource based theory developed by Edith Penrose (1959) and identified the major gaps in the literature in line with the research objectives. In the methodology the study adopted a cross sectional survey design and employed both quantitative and qualitative approaches in data collection and analysis. The researcher used both primary and secondary data and analyzed data using Pearson correlationand multiple linear regression models. The results of the finding showed that there was a significant relationship between bide valuation practices under study and contract performance where by (bid compliance r = .062; p< .802) (technical evaluation r = .349; p< .156) and (financial evaluation r = .074; p< .771) respectively. The study concluded by mentioning that it’s important for UPF to effectively conduct bid evaluation practices so as to enhance contract performance for effective service delivery. The study came up with several recommendations that UPF should comply with for optimal and effective utilization of resources by the force which include complying with general Procurement Principles and PPDA guidelines on public procurement in order to achieve effective contract performance. The researcher encountered various limitations that hindered access to information sought by the study. The researcher encountered problem of time and delay in granting permission to access information in UPF.Item Buyer – supplier relationships and quality of goods purchased in relief organizations: a case of Medecins sans Frontiers’ operations in Uganda(Uganda Management Institute, 2012) Subira, RashidThe study aimed at assessing the effect of buyer-supplier relationships on quality of goods purchased in relief organisations in Uganda, with Medecins Sans Frontiers as a case study. The study was guided by four objectives: assessing the effect of adversarial-buyer supplier relationship on quality of goods purchased at Medecins Sans Frontiers, analysing the effect of partnership buyer supplier relationship on the quality of goods purchased at Medecins Sans Frontiers; examining the effect of collaborative buyer supplier relationship on quality of goods purchased at Medecins Sans Frontiers; and finally evaluating the moderating effect of Commitment in buyer-supplier relationships and quality of goods purchased at Medecins Sans Frontiers. The most important variables were adversarial, partnership, collaborative buyer supplier relationship and commitment as a moderator factor on quality of goods purchased. The social exchange theory and balance theory were applied to explain the relationship between suppliers and MSF as the buying organisation. Data was collected by use of questionnaires and interview guide. It was established that quality was affected by buyer supplier relationship between Medecins Sans Frontiers as the buying organisation and its suppliers. Relief organisations should appreciate the aspect of buyer supplier relationships as buying organisations in order to get value for donor’s hard earned money. In summary both partnership and collaborative buyer supplier relationships are very crucial in as far as improving of the quality aspect of supplies is concerned as suppliers are more loyal and guarantee quality compared to the traditional most commonly used form of adversarial buyer supplier relationship.Item Compliance in procurement and internal service delivery. A case study, Uganda Police Force(Uganda Management Institute, 2019-02) Mukasa, SemuThe relationship between compliance in procurement and internal service delivery in Uganda Police Force was studied based on three objectives which included examining the effect of legal compliance on internal service delivery; determining the effect of procurement process compliance on internal service delivery and establishing the effect of rules and regulatory compliance at Uganda Police Headquarters, Kampala. Literature about compliance in procurement and internal service delivery was reviewed. A cross-sectional research design was used. The study population was 80 from which a sample of 66 respondents was selected. Data was collected using of questionnaire and interview guide. The response rate of 80.3% was obtained from which the study found out that legal compliance (.633**, p < 0.05, .000), procurement process compliance (.665**,p < 0.05, .000) rules and regulatory compliance (.606**, p < 0.05) had a significant positive relationship with internal service delivery. The UPF deals with classified procurement where compliance is no exceptional however, procurement disposal unit staff adhere to the Public Procurement Disposal of Assets Act, observed the anti-corruption Act and Public Financial Management Act 2015. Hiring skilled, competent and qualified procurement staff would improve internal service delivery, however; delayed payments frustrate vendors’ and non-procurement compliance compromises internal service delivery. The recommendations laid for the study include the need for procurement disposal unit independence, conducting tailored procurement trainings, use benchmarking and pay vendors/suppliers on time. Further recommendations include the need to establish a quality assurance point with specialists to verify all supplies.Item Contract administration and performance of Kampala Capital City Authority's road works: A case of Mud and Dust Program(Uganda Management Institute, 2018-02) Laban, FrankThe objective of the study was to examine Contract Administration and Performance of Road Works Projects, a case of Kampala Capital City Authority’s (KCCA’S) Mud and Dust Program in Kololo and Industrial Areas in Central Uganda by Stirling Civil Engineering Ltd. The study was guided by the following objectives: 1) To examine the effect of contract implementation procedures on the performance of Road Works Projects, 2) To establish the effects of contract monitoring and control on the performance of Road Works Projects. A cross sectional research design was used where by data on the study variables was collected at the same point in time. The quantitative approach allowed the researcher to solicit information that was quantified while the qualitative approach allowed the researcher to solicit information that was not quantified. This study’s population included 60 KCCA Staff (Contract and procurement department), 30 KCCA Political Heads and 40 Road contractors Staff of the Stirling Civil Engineering Ltd. The study results showed a positive relationship (with p=0.001) between contract implementation procedures and the performance of Road Works Projects. Contract monitoring and control positively related (p=0.002) with the performance of Road Works Projects. The study also established that KCCA was not adequately undertaking contract management therefore leading poor performance in Road Works. The study therefore recommends that KCCA has to aim at total quality, enhance collaboration, in order to enhance efficiency and effectiveness in implementation of contracts. This should be coupled with appropriate monitoring and control in order to improve on road works projects in Kampala City Council.Item Contract management and performance of construction projects in Uganda: A case of UPPET/ APL1 Phase 2, Ministry of Education and Sports Uganda(Uganda Management Institute, 2019-04) Musiimenta, DicksonThe study analyzed the influence of contract management on UPPET/APL1- PHASE 2- MoES performance of construction projects in Uganda. Specifically, the attention was on six (6) selected schools under this project. The study objectives were to analyze the influence of contract planning on performance of construction projects, determine the influence of contract controls on construction project performance and to establish the influence of contract monitoring and evaluation on performance of construction projects of UPPET / APL1- Phase 2-MoES in Uganda. A quantitative approach was used and correlational research design adopted for the study. A total of 80 respondents participated. These were selected using purposive, snowball and simple random sampling techniques. Questionnaire and documentary review checklists were used to collect the data. Data obtained was analyzed using the Statistical Package for Social Sciences (SPSS), version 20.0, and presented in form of descriptive and inferential statistics. Study findings showed that contract planning significantly (p.000 <.005) influenced performance of construction projects, through project cost budgeting, project scheduling and project scope activities. On the contrary, contract controls had no significant influence basing on schedule control (p.393> 0.05), quality control (p.659 >0.05) and Cost control (p.060 > 0.05) on performance of construction projects. More so, study findings showed there was a significant influence of contract monitoring and evaluation on performance of construction projects in terms of interim monitoring evaluation reports (p. 000< 0.05), authorization of payments (p.000<0.05) and on contrary there was no statistical significant influence of Project Appraisal reports on construction Projects Performance (p.731> .05). Contract management explains 40.9% of the performance of construction projects undertaken under UPPET/APL1-Phase 2 MoES in Uganda. Therefore it was concluded that apart from contract controls, contract management attributes of contract planning, monitoring and evaluation has a significant influence on performance of construction projects. Recommendations included need to have timely budgeting and comprehensive planning, provision for price escalation in budgeting, prompt supervision at all levels of the project to ensure project status, regular and up-todate information. The study also noted that contract management and performance of construction projects in Government Ministries in Uganda, contract management and performance of construction projects in the private sector in Uganda were considered for further research.Item Contract management and primary education service delivery and primary education service delivery in Manafwa District, Uganda(Uganda Management Institute, 2014-10) Kituyi, DoreenThe study established the extent to which contract management influences primary education service delivery in Manafwa District, Uganda. The objectives of the study established the extent to which contract governance, monitoring and contractor payment influences primary education service delivery in Manafwa district. The study used a case study design using both quantitative and qualitative approaches. The study population consisted of 181 respondents, from whom a sample of 118 was drawn. Data was collected using a questionnaire and interview guide. The study found out that contract governance was the highest significant and contract payment the least predictor of education service delivery. The study concluded that delivery of teaching and learning physical infrastructure and provision of scholastic materials highly depends on the establishment of contract governance structure and appropriate allocations of roles and responsibilities in the delivery of primary education. Education service delivery also depends on efforts to set prior contractor performance indicators, collecting data on the set performance expectations, reporting and taking of corrective actions on the contractor performance reports. Education service delivery also depends on observance of initial, interim, and final contractor payment provisions in the contract and procurement law. The study recommends that to enhance the education service delivery, the Management should always provide for an explicit contract governance structure alongside appointment of contract managers, communicating centralized and decentralized roles in contract management. Should regularly collect, analyze and report on the contractor performance to correct deviations during contract performance. The accounting officer should confirm commitment of funds before engaging service providers to avoid late payment.Item Contract management and procurement performance in public Universities of Uganda: A case study of Busitema University(Uganda Management Institute, 2018-01) Omella, JoshuaThis study examined the influence of contract management and procurement performance in Public Universities of Uganda case of Busitema University. Specifically, the study investigated the extent to which contract governance, performance monitoring, closeout/termination influence procurement performance in Busitema University. The study used a cross-sectional study design adopting quantitative and qualitative approaches on a study sample of 120 Busitema University staff and 40 suppliers and contractors. Data was collected using a questionnaire and interview guide. The study found out that contract governance predicted 39.7% of the variance in the procurement performance while contract performance monitoring predicted 21.2% of the variance in the procurement performance and contract termination/closeout predicted 39.1% of the variance in the procurement performance. The study concluded that attainment of procurement performance indicators of value for money and internal customer satisfaction in Procurement and Disposal Entities (PDEs) depends on the establishment of contract governance mechanism, contract performance monitoring and contract termination/closeout practices. The study recommends the Accounting Officer in Busitema University in liaison with User Departments, PDU, Contract Committee and selected contractors/suppliers should use pre-contract performance conferences to illustrate and communicate the contract governance structure, establishment of quality assurance criteria to monitor quality such as delivery inspection committees within the user departments, training of user department and contract managers on contractor/supplier appraisal.Item Contract management and procurement performance of National Research Organisation (NARO) in Entebbe Municipality, Uganda(Uganda Management Institute, 2019-04) Immalingat, AgnesThe study investigated the relationship between Contract management and procurement performance at national agricultural research organisation (NARO) Entebbe in Uganda. The objectives of the study were to: establish the relationship between contract monitoring and procurement performance at NARO; establish relationship between contract administration and procurement performance at NARO; establish the relationship between managing contract disputes and procurement performance at NARO. The study employed a cross sectional survey design and mixed methods approach. Quantitative data was collected using questionnaires from Sixty (60) respondents randomly selected and qualitative was collected using interviews administered to six (6) respondents purposively selected. Data was analyzed using SPSS to generate descriptive and inferential statistics. The results showed that contract monitoring significantly influences procurement performance in NARO.A regression analysis run showed that procurement performance is dependent on contract monitoring. Contract administration significantly influences procurement performance in NARO. A regression analysis run indicated that procurement performance is dependent on contract monitoring. Contract dispute management significantly influences procurement performance in NARO. A regression analysis run indicated that procurement performance is dependent on contract monitoring. The respondents interviewed agreed that procurement performance at NARO depends on contracts monitoring, contracts administration and managing contracts disputes. The study concluded that contracts monitoring, contracts administration and managing contract disputes is key in enhancing procurement performance at NARO. The study recommends that NARO invests in constant training of their employees on contracts management, ensure adequate use of information technology to improve quality, speed, effectiveness and efficiency of contracts management.Item Contract management and project performance of non-governmental organizations in Uganda: A case of Self Help Africa(Uganda Management Institute, 2018-02) Nassuna, HaawaContract management is an important activity in public procurement, especially on executing projects fostering community development while aiming at value for money. The main objective of the study was to examine how contract management affected project performance in SHA. The study was guided by the following specific objectives; to examine the relationship between contract delivery management and project performance of Self Help Africa; to determine the relationship between contract relationship management on project performance of Self Help Africa; and to explore the relationship between contract administration and monitoring and project performance of Self Help Africa. A correlational survey design was used in this study. Staff and top management of SHA constituted the study respondents. To come up with a representative sample, three sampling techniques were used. These are: stratified random sampling, simple random sampling and purposive sampling techniques. Data were collected using questionnaires and interviews guides. The data were analyzed using mean and standard deviation. Pearson Correlation Coefficient was used to test the effect of the constructs of contract management on project performance while the hypotheses were tested using regression analysis. The study found out a positive significant relationship between contract delivery management and project performance (r= 0.411*, p=.0.000<0.05) with contract delivery management predicting a 31.2% variation in project performance. Contract relationship management had a strong positive relationship with project performance (r=0.621*, p=0.000<0.05) with a 37.8% predicted variation in project performance while contract administration and monitoring had a positive significant effect on project performance (r= 0.201* p=0.000<0.05) and predicted a 17.8% variation in the project performance. The most influential of the three investigated factors were contract relationship management and delivery management and contract administration and monitoring in that pecking order. Basing on findings of the study, it was concluded contracts delivery management had a moderate positive effect on project performance, contracts relationship management had a strong positive effect on performance of projects while contracts monitoring and administration had weak positive relationship with project performance. The study recommended the need for deploying of more staff in the procurement department to reduce on work overloads, need for more supervision and monitoring of contracted projects, need for training of staff to equip them with modest skills of handling contracts and need for evolving a contracts administration unit in the procurement department to streamline the contract managementactivitiesItem Contract management and service delivery at Ministry of Works and Transport (MOWT).A Study on Selected Community Access Roads in Eastern Uganda(Uganda Management Institute, 2019-02) Nabirye, SarahThis study sought to establish how contract management influences service delivery in terms of operational cost, quality and time with focus on selected community access roads in Eastern Uganda. Specifically, the study sought to: Establish how contract development influences service delivery on selected community access roads in Uganda; establish how contract administration influences service delivery on selected community access roads in Uganda and; establish how management of contract relationships influences service delivery on selected community access roads in Uganda. The study adopted a cross-sectional survey design and adopted both qualitative and quantitative approaches to data collection and analysis. The study population comprised of 317 staff of MoWT and 02 contractors, from which a sample of 218 was drawn. Out of a sample of 218, the actual respondents were 146, representing a response rate of 67 per cent. Data was collected by means of a standardised questionnaire and interview guide. Analysis was done with the aid of Statistical Package for Social Sciences – version 17, to derive the relevant descriptive and inferential statistics. Findings showed contract development, contract administration and managing contract relationship were all positively associated with service delivery in MoWT. The qualitative results supported the quantitative findings. The study therefore concluded that in order to guarantee effective service delivery in road construction projects, making careful selection of a contract manager, effective involvement of all the project stakeholders, timely payment to contractors, flexibility in the PPDA 2003 regulation on contract variation and having in place clear risk management strategies are of great importance. The study recommended that; MoWT should consider recruitment of contract managers (engineers) at the District, effectively engage stakeholders in the different activities throughout the contract lifecycle, appointment of an independent team to carry out due diligence, advocate for flexibility on PPDA regulations on contract variation, timely payment to contractors and have in place a well-articulated risk management plan.Item Contract management and service delivery in local governments in Uganda:A case of Serere district Local Government(Uganda Management Institute, 2018-01) Agwot, Robert KomakechThe main objective of the study was to examine the relationship between contract management and service delivery in Local Governments in Uganda taking Serere District Local Government as a case study. The study was guided by three research objectives which were to establish the relationship between; contract administration and service delivery, delivery management and service delivery and relationship management and service delivery. The study used case study and correlation research design where both qualitative and quantitative approaches were used. Quantitative data was analyzed using SPSS Ver. 20 which helped to obtain descriptive statistics that were used in interpreting the data while correlation and regression were used for testing and predicting the hypothesis. Qualitative data was analyzed using content analysis where data was divided into themes, sub-themes and categories which helped to sort data according to its relevancy of each piece of data that was obtained in the findings. Questionnaires and interviews were used to collect data from a sample of 134 respondents of which ninety (90) returned their well filled questionnaires giving a response rate of 67.2%. The findings revealed that all the relationships were positive and significant, except relationship between contract administration and service delivery. The results shows that there was no significant relationship between contract administration and service delivery (r=0.158, p<0.136), there was a significant relationship between delivery management and service delivery (r=0.532, p<0.000); while relationship between relationship management and service delivery was also significant (r=0.354, p<0.001). However, none of the variables were highly inter-related. The researcher concludes that delivery management is more significant in contract management than the blend of relationship management and contract administration accounting for 28.3% variation in service delivery in Uganda Local Governments. Suggestions are made for the local government’s political and administrative stakeholders as well as the policy makers in Uganda on the importance of contract administration components like procurement planning which is the foundation for effective service delivery in the entity. The study also agitate for the establishment independent Contract Management Department within the Procuring and Disposing Entity (PDE) for easy tracking of the contracts in the entity; need for continuous improvement for every procurement conducted, and the need to eliminate informal structure by enhancing communication between the entity and contractor.Item Contract management and service delivery in urban local government authorities in Uganda. A case study of Kampala City Council Authority(Uganda Management Institute, 2012-02) Nambuya, Sarah SimwogerereThe study examined contract management and its contribution to service delivery in Urban Local Government Authorities in Uganda, using Kampala Capital City Authority (KCCA) as a case study. The objectives of the study were to establish the influence of contract monitoring, contract payments, contract termination/closure on service delivery in KCCA. The study used a case study design where both quantitative and qualitative approaches were adopted on the population of KCCA officials and members of the public in the five divisions of KCCA. The study found out that KCCA complied in some cases for effective contract monitoring, contract accounting and contract termination/close out expectations yet in some cases it did not. The prevailing contract monitoring, contract accounting and contract termination/closure practices had a significant influence on service delivery in KCCA. The study concluded that the prevailing contract monitoring, accounting and termination/close out situation in the entity significantly influenced service delivery in urban authorities in Uganda and effort was needed by the urban authorities to effectively monitor contracts while complying to contract accounting and termination/ close out conditions. The study recommended that the PPDA Authority, Ministry of Local Government, Urban Local Authorities, and other interested stakeholders should strive to perform their roles and ensure that urban authorities through their accounting officers, enforce their mandatory and contractual roles of contract monitoring, contract accounting and contract termination/close out. Other studies need to be conducted to establish the extent to which the public procurement laws could have contributed to the variance in Service delivery.Item Contract management and the quality of roads constructed by local governments in Uganda: A case study of Luwero District(Uganda Management Institute, 2013-08) Sempagama, GodfreyThe study aimed at examining the effect of contract management on the quality of roads constructed by Luwero District Local Government. Contract management was conceptualized as contract planning, contract evaluation, and contract monitoring. The study followed a case study design using both qualitative and quantitative approaches.The study population comprised of the Accounting Officer, Resident District Commissioner, LCV Chairperson, members of road user committees, the District Engineer and selected road users. Quantitative data was collected using self-administered questionnaires while qualitative data was collected using interviews and documentary reviews. The response rate of 89% was sufficient enough to rely on the results of the study.Quantitative data was analyzed using SPSS by summarizing results in form of tables and figures. Pearson product moment correlation coefficient was computed to establish the relationship between variables and multiple regression analysis was done to establish the casual influence of contract management on the quality of roads. The study established that: there was a positive significant relationship between contract management and quality of roads. The study concluded that contract management significantly influences the quality of roads constructed by Luwero District Local Government. Recommendations were that; a contract implementation schedule or activity plan should be embedded in contract documents and that contract managers should actively enforce them, a fine be imposed on contractors who do not complete works in the contract period and training of contract managers on how to manage contracts be strengthened.Item Contract management practices and procurement in the Uganda Police Force(Uganda Management Institute, 2019-02) Muniafu, NoahThe study set out to examine the relationship between contract management practices on procurement performance in the UPF. The study examined the relationship between contract design, monitoring, closeout and procurement performance in UPF. A cross sectional design adopting quantitative and qualitative approaches was adopted. The study was conducted in UPF among a target population of 121 officers from contracts committee, User department/section Heads and PDU. The study found contract design has a high positive significant relationship (r = 0.500**, p = 0.000) with procurement performance in UPF. The study found contract monitoring has a high positive significant relationship (r = 0.515**, p = 0.000) with procurement performance in UPF. The study found contract closeout considerations has a high positive significant relationship (r = 0.482**, p = 0.000) with procurement performance in UPF. The study concluded that contract design, monitoring and closeout considerations significantly affect procurement performance in UPF. To enhance the attainment of procurement efficiency, effectiveness and economy indicators in UPF and related public entities, the study recommends that UPF in its contract design should Rotate framework contracts by prequalifying other suppliers after three years, Clearly state the penalties for failure to fulfill the terms in the contract; deploy modern ICT tools for share information between contract stakeholders; the contract managers should illiterate the communication avenues, channels and contact persons to facilitate communications between stakeholders. The force should also demand that the contract managers conducts a comprehensive vendor appraisal on fulfillment of the 5Rs of procurement thus time, right cost, place, time, quantity and quality expectations. Demand that the internal audits unit or User department conducts a comprehensive procurement contract audit in key areas of contractor payment, transferred assets and contract record keeping.Item Contractor selection and service delivery in water and sanitation development facility in Norther Uganda(Uganda Management Institute, 2019-04) Aluma, Amos JaboThis study investigated the relationship between contractor selection process and service delivery in water and sanitation development facility in northern Uganda. The study objectives were to: establish the relationship between solicitation documentation and service delivery, bid evaluation and service delivery, due diligence and service delivery in WSDF-North. The study adopted cross sectional survey design using qualitative and quantitative approaches. The findings revealed significant relationship between contractor selection process and service delivery in water and sanitation development facility in northern Uganda. There was a significant positive correlation between solicitation documentation and service delivery in WSDF-North (r = 0.592). There was a significant positive correlation between bid evaluation and service delivery in WSDF-North (r = 0.799). There was a significant positive correlation between due diligence and service delivery in WSDF-North (r = 0.912). A regression analysis shows that service delivery in WSDF-North is dependent on solicitation documentation by 63.7%, service delivery in WSDF-North is dependent on bid evaluation by 83.2% and service delivery in WSDF-North is dependent on due diligence by 35%. The study concluded that contractor selection process greatly influences service delivery in Water and Sanitation Development Facility in Northern Uganda hence improvement in solicitation documentation, bid evaluation and due diligence enhances service delivery. The study recommends strengthening, structural adjustments of the procurement system to enhance efficiency, productivity, and improved service delivery and accountability and in WSDF-North.Item Contracts management and procurement performance in centenary development bank limited in Uganda.(Uganda Management Institute, 2014-01) Asiimwe, Juliet GaliwangoThis research assessed contracts management and procurement performance in Centenary Rural Development Bank Limited in Uganda and examine the relationship between Contract Management Planning and Procurement performance, the relationship between Contract Monitoring and Procurement performance and the relationship between Contract Administration and Procurement performance. Using a case study design, the response rate of 83.33%of the expected 144 respondents to self-administered questionnaires and interview guides was used for data analysis. Findings showed that there was a weak positive correlation coefficient (r = 0.300) between contract management planning and procurement performance, a strong positive correlation coefficient (r = 0.502) between contract monitoring and procurement performance and a strong positive correlation coefficient (r = 0.389) between contract administration and procurement performance. From the findings of the study it is recommended that there is great need for CERUDEB to improve its procurement performance through proper contracts management as described by the respondents on the contribution of contracts management to procurement performance. Although contracts management may not be the only contributing factor to procurement performance, it accounts for a high percentage of 70.8% and therefore it is imperative that CERUDEB reviews its existing contracts management systems in order to identify the weak points and fasten them accordingly as this directly affects the procurement performance. It was established that resources, service level agreements and timely payments are key areas for procurement performance in CERUDEB. It was thus recommended that the above areas be given greater attention in the contractual process, while at the same time enforcing the other recommendations made in this study.
